Citation Comment: First-time Earmark: When determining whether the earmark was a first-time earmark, the Department of Education examined only fiscal years 2004 through 2007. The earmark was identified as a prior earmark if the recipient received a Department of Education earmark in any of those years, whether or not the award was for the same project activities.
